to serve the people with heart

大約十多年前,我以一名中學生的身份給局長寫了一封信。
(請不要問我爲什麽,因為荷爾蒙分泌過剩,不是我可以控制的。)
局長沒有很「行」地回一封由她手下代行的信,而是認認真真地回答了我的問題、回應了我的訴求,並附上一份詳細資料和彩色帶圖片的宣傳資料。
落款簽名的時候應該很激動,因為從筆跡上看得出來,很用力。

十年前的我,實在是渺小得不能再渺小,局長的親筆回信叫我受寵若驚。
今日,我不會再提筆給局長寫信,連電郵都不會,因我知道發過去的電郵很大可能直接進了垃圾郵件。
投訴的最佳途徑乃是尋找負責相關事務的中層。
雖然有一部份官大人們也不一定再對中學生來信如斯重視。

我卻在那位局長身上,看到了什麽才是真正的serve the people with heart。
不過她,一早經已離開了這熱廚房。

it was mrs law, i don't exactly remember what i told her, but something to do with education reforms etc.

u know when the idea of mother tongue reform was floated (ie. 100 elite schools), i was already in Form 6/7, so when everybody talks about how an entire generation of youngsters was ruined, it seems moon-talk (?) to me and i don't really hv the 切身 feel to tell if it is right/wrong..

and recently i come across a term "中學大學化" ( to descibe the purpose of the latest round of reform). Um, that's interesting, we hv come a long way indeed, remembering when i took HKCEE english, it was the 1st/2nd (?) year to hv the novel (now looked normal) "oral group discussion" assessment...

reforms are necessary but should not be too radical.

there're always policy U-turns out there which are rather disappointing. it's not just the time and resources that have been wasted on doing these things we hate to mention. it shows the incompetence of the person who's in charge yet we can't do anything about it.
